Oscar CENTURION FRONTANILLA is an Architect (UNA 1980), specialized in Urban and Regional Planning (EDINBURGH 1983) and Conservation (ICCROM 1990). Since 2016, he advises the National Secretary of Culture SNC for reviewing and guide cooperation and cultural management programs (w/ countries of the Americas and Europe and, those that make the participation of Paraguay in multilateral organizations such as CIC-OAS, UNESCO, ICCROM or EU). Also, the inter-agency commission of the new governmental offices plan (in the area of the port of Asuncion) and, for the Paraguayan diplomatic offices abroad revitalization and enhancement´s program me (Brasilia, Brazil; La Paz, Bolivia; Quito, Ecuador: Montevideo, UY; Washington, DC & Buenos Aires, Argentina _ or Paris, France and Bern, Switzerland). Between 2012 and 2014: appointing member at the national representation in biennials of art and architecture fairs and international exhibitions (BIE) commission; of the Ministry of Education & Culture MEC´s Paraguayan Schools Abroad and; at the maintenance and preservation of the Vargas / Godoi Palace (VP) working group. Since 2009: deputy commissioner at the national bicentennial commemoration inter-agency commission/ Cabildo Cultural Center of the Republic, National Congress (mam program/ migration museums and archives). Since 2000: guest consultant at the SIRCHAL program (Revitalization of Historic Centers of Latin America and the Caribbean / FR) and, between 2001 and 2004: appointed as Vice President of the Museum of The Americas Foundation / DC. Since 2001 he advises the Embassy of Paraguay in Washington, DC and, since 2004, at the Ministry of Foreign Affairs/ MRE for the rehabilitation and enhancement project of the Chancery´s main headquarters (Benigno López Carrillo Palace) and; Villa Rosalba, headquarters of the Court of Permanent Review of MERCOSUR. In 2006 he was appointed Cultural Advisor at the Embassy of Paraguay in Washington, DC. Since 1993, he chairs the Cultural Heritage Conservation Center CCPC (rehabilitation and enhancement of the Viola house & warehouse project). Also, until 1996, the revitalization plan of Asuncion´s historic center (city bay & riverside project CHA) IADB/ AECID. Since 1991 he advises SENATUR and MEC, a platform on which he co-chair the Paraguayan cultural representation at the Universal Fair of Seville92/ BIE; the rehabilitation and enhancement of the Jesuit missions of the Guaraní’s (PY) program and the National Cultural Plan. In 1993 he was appointed General Director and President of the Council of Cultural Property (Law 946/82). He is a founding member of several cultural associations and Paraguayan chapters of international organizations such as ICOM, ICOMOS or ARC ICCROM. He collaborates permanently with institutions that make and compete for the protection of cultural property or the promotion of visual arts. Since September 1996, he chairs the ICOM Paraguayan National Committee for two periods until 2002 and, since 2009: chair of the vice-President’s Council. Subject of scholarships and distinctions of international cooperation services, he obtained the Bicentennial French Revolution AF/ AF Prix in 1989 and; in 1995: the Pan-American Historical Heritage Committee granted him the COPAPH Award. In 2011 he received the Korean International Master Award in Arts and Culture/ JF.SK. His analysis of plastic arts or conservation of cultural heritage are developed through different publications, conferences and international curatorship’s. Between 1974 and 1981, he teaches History of Art at the Faculty of Architecture, Design and Art FADA, National University of Asunción UNA and; in 1991: he designs and implements the exit career/ specialization of heritage conservation, which continues to accompany through specific presentations or seminars.
